On October 4, 2021, the City announced the second phase of its Cool Streets L.A. program. Dubbed Cool Neighborhoods, the plan aims to lower the temperature of L.A.s warmest neighborhoods by planting new street trees and resurfacing the pavement with a reflective surface that absorbs less heat than traditional black asphalt. Councilmember Paul Krekorian was joined by Mayor Garcetti and Councilmember Bob Blumenfield in demonstrating the application of cool pavement technology to an urban heat island in North Hollywood. An area bounded by Victory Blvd., Hart Street, Laurel Canyon and Lankershim will receive 13.4 lane miles of cool pavement, the largest single application in Los Angeles.
In all, the citywide plan will add 60 miles of cool pavement and roughly 2,000 trees to eight communities. The program will significantly reduce heat in those neighborhoods and increase the tree canopy by at least 50 percent over the next seven years.
