Homelessness and Housing

Council President Krekorian has led the Council in creating the City’s first Homeless Service Navigation Center, two congregate shelters and the City’s first Tiny Home cabin communities.  Collectively, these facilities have served well over 4,000 people experiencing homelessness. Thousands of people in the most difficult circumstances have been able to shower, change, store their belongings, and be connected to social services.   Over 1,800 have been placed in interim housing, in congregate shelters, or our Tiny Home communities, where they can sleep on a bed in a room with a door that locks, many for the first time in months or even years. 

The City’s 2023-24 budget includes funds for the Mayor’s Inside Safe program, the acquisition of interim and permanent housing, master leasing and purchasing hotels or apartments, Safe Parking sites and substance use disorder treatment funded with revenue received from the national opioid class action settlement.  

Although the City is devoting unprecedented resources to this struggle, we will never solve the problem of homelessness in Los Angeles unless we create more housing that is affordable to a range of incomes. Council President Krekorian has authored an ordinance removing some of the worst regulatory obstacles to building affordable housing in mixed-income developments to ease the housing crunch for everyone. In Council District 2, he is building more Permanent Supportive Housing projects for the most vulnerable members of our community, with hundreds of units already in use, and over 400 in operation by the end of 2024.
